Human Rights and stablished in our
Constitution, declares:
• The right of people to learn through an
education of high quality, eliminating all
barriers that hinder the development of
individuals.
• It must ensure the relevance and
pertinence of what is learned.
Today, speaking English is a life skill,
essential to participate succesfully in social
and professional activities.
Mastery of this language increases
individuals´ human capital. The higher
human capital an individual possesses, the
more valuable he is.
